Blackburn Also attending - Tom Bruce, Road Superintendent - Mr. Jean Theriault Delegations - Mr. Harry Grills - Cindy Hubble - Centre Hastings Support Network - Paul Dorman - Jardine Lloyd Thompson Insurance brokers Hazlett-Rollins - that the minutes for the December meetings be approved as circulated. Carried. Road Superintendent Tom Bruce attended to seek the whims of Council. Hazlett-Rollins - that the Township of Madoc engage a contractor to sand Diprose Road during the most significant ice storms. Carried. Mr. Paul Dorman attended to answer questions from the Council regarding the insurance renewal quote and the situation with regard to reciprocal insurance. Council reviewed a number of items with Mr. Dorman who then took his leave of the meeting with Councils thanks. Ms. Cindy Hubble attended to make Council aware of the Central Hastings Transportation Partnership - its objectives and function. Rollins-Blackburn - that the accounts of the municipality be paid in the total amount of $49,758.06 as listed on the voucher. Carried. Reeve Sager advised that Leona Dombrowsky, MPP has consented to attend a meeting of Council in February, 2005. Reeve Sager and Council discussed the status of the Harts-Riggs W.I. Hall and the Cooper Rimington Hall Sniderhan-Blackburn - that the two Community Halls (Harts-Riggs, Cooper) remain closed until the legislation is reviewed with regard to the water issue and it becomes apparent that no further public funds are required to operate them. Carried. MADOC TOWNSHIP COUNCIL Regular Meeting 12:00 Noon January 4, 2005 Pg. 2 Council members then directed their attention to the matter of Mackenzie Street. Each member of Council was asked in turn for their views on the issues involved in the matter. Rollins-Hazlett - I propose that we, the municipal Council of Madoc Township, defer a Council decision regarding development plans with the Centre Hastings Municipal Council until we have a full understanding of the issues at hand. These issues include the studies on Highway 62 and Highway 7 and all boundary concerns. In keeping wih this proposal, I respectfully request that we, the municipal Council of Madoc Township, send a letter to the Centre Hastings Municipal Council, explaining that we have reviewed the issues brought forth regarding the McCauley and Sawkins properties, and hope that these issues can be resolved in future discussions with their council. In our endeavours to move forward with a business plan for Madoc Township, we look forward to meeting with Centre Hastings to discuss the common issues that can help our separate municipalities to grow. Carried. Sniderhan-Hazlett - that Council go into by-laws. Carried. 1120-2004 - third reading and passed 1121-2004 - third readng and passed 1122-2004 - third reading and passed. Hazlett-Rollins - that Council resume. Carried. Blackburn-Sniderhan - that no decision be made on the application for the Kennel application submitted by Ms. Cecelia Stewart until members of Council can make a site visit to clarify the intent of the application. Carried. Rollins-Hazlett - that the remuneration system for Council be amended from the previous system to a format where the members of Council are paid an annual honorarium on a quarterly basis and future Council increases/decreases in remuneration are based upon the change in remuneration to the other municipal staff. Carried. Sniderhan-Blackburn - that Fire Chief Morrison of Madoc Township contact Fire Chief Horton of the Municipality of Centre Hastings to work out a proposed automatic aid agreement to allow the closest emergency response to any situation involving either of the two municipalities and make their recommendations to Council. Carried. Councillor Rollins provided to Council members a proposed three year road plan for the municipality he prepared in consultation with the Road Superintendent. Carried. Sniderhan-Hazlett - that Council do now adjourn.
